Principle 2: Open Format and Machine Readability
Data is made available in machine-readable formats that allow for automated processing, such as commonly used file formats like CSV, XLS, JSON, or XML.


Principle 3: Data Timeliness
The latest version of open data sets should be published regularly and made available to all as soon as they are ready.


Principle 4: Inclusiveness
Open data sets should be comprehensive, including as much detail as possible, reflecting recorded data without conflicting with personal data protection policies. Metadata that explains the primary data, along with formulas or methods for data extraction or calculation, should also be provided.


Principle 5: Non-Discrimination
Data sets should be accessible to everyone without discrimination or registration requirements. Any person should be able to access the published open data at any time without identity verification or justification.


Principle 6: Free of Charge
Open data should be available to everyone free of charge.


Principle 7: Open Data Licensing in the Kingdom
Open data is subject to a license that outlines the legal basis for using the data, along with the conditions, obligations, and restrictions imposed on users. Using open data implies acceptance of the terms of the license.


Principle 8: Governance Model Development and Participation
Open data enables transparency and participation for all, supporting decision-making and service delivery.


Principle 9: Comprehensive Development and Innovation
The center is expected to play an active role in promoting the reuse of open data, providing the necessary resources and expertise to support this effort. The center will collaborate with stakeholders to empower the next generation of open data innovators and engage individuals, institutions, and the public at large in unlocking the potential of open data.
