Core Principles of Open Data
Principle One: Presumption of Openness
This principle ensures that the center's data is made available to everyone through disclosure, access, or use, unless the nature of the data requires non-disclosure, or the protection of privacy or confidentiality.
Principle Two: Open Format and Machine-Readability
Data is made available and provided in machine-readable formats that allow automated processing. Data is stored in commonly used file formats such as: CSV, XLS, JSON, or XML.
Principle Three: Data Currency
The latest version of open data sets is published regularly and made available to the public as soon as it becomes available.
Principle Four: Comprehensiveness
Open data sets are comprehensive and include as much detail as possible, accurately reflecting the recorded data—without violating personal data protection policies. Metadata is included to describe and explain the raw data, along with explanations or formulas clarifying how the data was derived or calculated.
Principle Five: Non-Discrimination
Open data sets are available to everyone without discrimination and without the need for registration. Anyone can access published open data at any time, without having to verify their identity or provide justification for access.
Principle Six: No Financial Cost
Open data is provided free of charge to all users.
Principle Seven: Governance and Engagement Model Development
Open data enables public access and participation, enhances transparency, and supports decision-making and service delivery.
Principle Eight: Comprehensive Development and Innovation
The National Center for Vegetation Development and Combating Desertification plays an active role in promoting the reuse of open data and providing the necessary resources and expertise. The center collaborates with relevant stakeholders to empower the next generation of innovators in the field of open data, and to engage individuals, institutions, and the public at large in unlocking the potential of open data.
User Rights and Responsibilities:
- All visitors to the National Center for Vegetation Development and Combating Desertification’s website have the right to view and reuse the files available on the Open Data page.
- Users must comply with the provisions outlined in this policy when publishing or using the data.
- Users must not distort the data or its source.
- The data must not be used for political purposes, to support illegal or criminal activities, or for racist comments, incitement, or any activity that negatively impacts culture, equality, or public order, or that violates the customs and traditions of the Kingdom.
- Users must credit the data source whenever the data is reused or republished.
Center’s Responsibility:
The National Center for Vegetation Development and Combating Desertification is not responsible for any applications, intellectual products, republished copies, or other uses derived from this data. Therefore, the center shall not be liable for any loss or damage arising from the use of this data.
